( La phrase est au prétérit donc----> was + participe passé )
The statue was offered to the Americans by France.

( La phrase est au futur donc, "Be" au futur ---> will be + participe passé )

Explications :
Le passif se forme avec "BE" ( conjugué au temps de la voix active ) + le participe Passé ( 3ème colonne des verbes irréguliers.
Le COD de la voix active devient le sujet de la voix passive.
